    I think this proverb means literally that in April it rains and for this reason in May the flowers will be growing.

    Yes Hellem, correct. I think we say this because often by April people want winter to be over and they want sunshine and pleasant weather. So we say this to remind ourselves that we need the rain in April for beautiful spring flowers.
